What are we asking the government to do?
We are asking the Government of Canada to act on the Finance Committee’s Recommendation 16 in Budget 2026, expected to be tabled this fall.
Specifically, we ask the government to:

Announce the Social Sector Fund in its next Budget, with a commitment to design the Fund with the sector.

Amend the Income Tax Act to create a modest foundation contribution that counts toward the Disbursement Quota.

Establish an independent, arm’s-length agency representing sector stakeholders.

Require a national strategic plan and public reporting.
- 05
Plan for a mandatory five-year review.
- 06
Have the CRA’s Charities Directorate administer contributions and pass the funds along to the new Sector Fund Agency.
